Discussion of three topics to discuss with Chancellor Sue Desmond-Hellmann at the December 15 Staff Council meeting - All
Top three priorities discussed and decided:
1.) History of Staff Council and discussion of what the Chancellor’s role will be with Staff Council and how we will interact moving forward.
2.) UCSF climate and staff morale, bringing the Climate and EOS survey data for review.
3.) Staff development, career development, training, mentoring, and education.

A subcommittee was formed to plan the logistics for this meeting - Heather Alden, David Bell, Kimberly Bissell, Kathy Jackson, Kolette Massy, and Carol Miller. Will set up catering, work out RSVP information, collect questions from staff council from those who cannot attend, and event photography.

Update from CUCSA – Kathy Jackson
The next CUCSA meeting will be a conference call in December. Kathy is on the Staff Morale work group for CUCSA, and after the December meeting she will report back.

Discussion about the Staff Council Website – Kolette Massy
Linking websites have been identified, and the following suggested:
- A brief introduction to Staff Council (a condensed version of what is already on the home page)
- A headline for the next event (title, date, time, location – linked to a page with more information)
- A headline for the last event (title, date – linked to a page with more information, such as minutes from the last meeting)
- A brief list of partner websites (such as ABOG, CUCSA, etc.)

Kolette will continue to work with Vanessa Sharp (HR web editor and our contact for the Staff Council website) to improve our website, and solicit assistance from other council members with web access that would like to help with the process.

Staff Council Bylaws – scanning, reproducing, and getting online
The group discussed going through original files to get all of the bylaws digitized and on the web. A subcommittee will work on this task and will look at whether any bylaws need to be amended: Heather Alden, David Bell, Ashley Inman, Carol Miller and Dave Robb.

Staff Council budget update – Carol Leung
Carol has requested a list of possible expenditures for the next two years so we can budget for various categories. The group discussed the need for spending guidelines, to promote fairness in our spending decisions as they pertain to our own events and those of other groups we decide to donate to. (A two-year plan was decided upon since we incur a large expense for hosting CUCSA roughly once every two years.) Carol will draft guidelines and present to the group.

Possible Presenter for the Spring – David Bell
David Bell came to the group with a Spring presenter that may be of interest, as his interest is pertinent to what we are going through right now: Dr. Robert Emmons from UC Davis (http://psychology.ucdavis.edu/faculty/Emmons/), who studies the psychology of gratitude. The group thought this was a great idea, David will follow up and report back to the group on Dr. Emmons’s possibly presenting at UCSF.

September Meeting Minutes
September 15, 2009

Executive Board vote to approve Chair Elect nominee Kathy Jackson - Voted in by the Executive Board - Congratulations Kathy!

Update from September 10th meeting with Chancellor Sue Desmond-Hellmann – Heather and Dave
Heather and Dave met with the Chancellor, Randy Lopez, and Mike Tyburski. Some topics that came up were staff morale, furloughs, and work infrastructure. Chancellor Sue Desmond-Hellmann agreed to come to an upcoming staff meeting, and hold a staff townhall.

Discussion of three topics to discuss with Chancellor Sue Desmond-Hellmann at the December 15 Staff Council meeting
We will let her know ahead of time our three main topics for discussion. We might survey the staff for ideas, but some ideas are the ongoing furlough process, and how Staff Council should communicate with her office.

As far as the meeting goes, this will most likely be a popular staff council meeting. One idea is to send out a note to all members, letting them know space is limited and to RSVP and no additional folks can show up day-of.

Update from September 2nd-4th CUCSA meeting – Kathy
Kathy Jackson and Heather Nichols attended this. Staff morale is a systemwide issue, and Kathy will be gathering morale boosting examples from our campus to bring back to the next meeting.

A program that has been implemented at other campuses is a Staff Assistance Program that offers one time Hardship Grants to staff members that must apply and be awarded. An idea we may want to look into at our campus to support and fundraise for.

Staff Council Website
Brainstormed what other main webpages we should try to get our website linked to, and continued discussion on making the website more accessible and useful.

Planning for 2009-10 Staff Council events

  • Budget Balancing Workshop/Living with Less (Jan) – Invite an expert/guest speaker, and ideas from CLS/etc on money saving tips and events

  • Morale Builder Townhall (Spring) – Possibly Invite a speaker or facilitator from FSAP or Work~life Resource Center

    August Meeting Minutes
    UCSF Staff Council

  • Call for Nominations for 2009-10 Staff Council Chair-Elect - The current Chair-Elect Doug Levy has left UCSF. We need to find another Chair Elect for Staff Council. Per the Staff Council Bylaws, the Executive Board may nominate a replacement Chair Elect. Please send in official nominations to Heather Alden.

  • Update on Staff Council meetings with the Chancellor - Heather put a request for the Chancellor’s involvement with Staff Council in three ways – a meeting with our Staff Council Chair, come to a Staff Council meeting, and to hold a larger staff forum. The Chancellor was receptive to all three suggestions for involvement. The Chancellor will be coming to our meeting in October (10/20), and agreed to setting up either twice a year or quarterly meetings with our Staff Council Chair, and is willing to schedule staff forum.

  • Continued discussion of furlough implementation and Staff Council role - The group discussed what our role might be in getting information out to Staff on furloughs and what we can do to facilitate. Ideas of holding some sort of townhall or meeting in conjunction with ABOG were discussed. It was agreed upon that since all of UC is still waiting on details and implementation, that a mid year check in around January might be a good time for a townhall of this sort, to go over layoffs effects, employments now in contract form, and furlough time frame were discussed. Also, discussion regarding a possible unionization of our staff group was raised, and how this might change our group’s involvement in some staff issues.

  • Presidential Council on Post Employment Benefits Listening Meetings at all UC campuses (to be scheduled in Fall 2009) - Heather mentioned to the group information on post employment Benefits and Healthcare coming down from UCOP will be disseminated shortly, and our group has been asked to help distribute.

  • Staff Council Awareness and Involvement - Discussion on events that might bring more staff awareness to our group. Talk of creative ways to bring people to our meetings and events were discussed, such as more advertising, providing lunch, and a more accessible website. Another option is to follow up with new employees a few months into their new position to remind them of Staff council and to get involved.

    July Meeting Minutes

    Present: Heather Alden, Kimberly Bissell, Alan Chan, Clair Dunne, Mercedes DeSouza, Ashley Inman, Kathy Jackson, Carol Leung, Doug Levy, Steve Lou, Kolette Massy, Carol Miller, Debra Moore, Sarah Paris, Dave Robb, Susan Shih, (among others)

  • Website updates (Kolette and Kathy) - Are able to log in, and a training is set to update site - UPDATE – Kolette, Heather, and Kim were able to meet with HR web developer for training and tips; a brainstorm will be scheduled to revamp the site soon.

  • Treasurer updates (Carol Leung) - Carol was able to meet with the previous treasurer, Lynn Crotto, and the new year’s budget is expected to come through along with carryover from last year. Carol will report on the status of our funding at our next meeting.

  • Discussion – set up meeting with our new Chancellor - The group discussed contacting Chancellor Desmond-Hellmann to introduce Staff Council and establish a meeting schedule, possibly inviting her to one of our monthly meetings and/or a wider assembly of our constituents where staff could bring their questions to the Chancellor. UPDATE: Heather has contacted Margaret in the Chancellor’s Office about this.

  • CUCSA dinner and silent auction 6/4/09 (Clair and Kathy) - The event was a success! The dinner and silent auction was held to raise funding to offset budget cuts to CUCSA. $3,000 was raised, and there is already a plan to have a similar event again next year.

  • Followup CUCSA meeting report (Clair and Kathy) The feeling was that staff feedback was well received by President Mark Yudof of UCOP at the June meeting, and the CUCSA Chair collected staff feedback, which was sent to President Yudof. The CUCSA Chair and Chair-Elect gave the annual report on the status of CUCSA at the most recent Regents meeting on July 16th. The next CUCSA meeting will be in September at UCLA.

  • Communications – listserv guidelines - There are two different listservs, one people sign up for themselves, for Staff Council updates, and the other an HR-generated listserv that goes out to all nonrepresented staff. New employees are automatically added to this listserv. Staff council uses the larger listserv sparingly and with specific guidelines, and has begun to always use a tagline explaining what Staff Council is and how the listserv is generated, to avoid confusion.

  • Report-back from our Regents observer (Debra) - Debra was able to attend the Regents meeting and, aside from the general outcomes and decisions, said it was great to be in a room with such passionate individuals and that faculty and Medical Center workers really took the time to come to the meeting and voice their concerns.

  • Discussion about the furlough plan and our role moving forward - The group had a discussion on furloughs in general and speculation on implementation. The idea came up that when we meet with the Chancellor, we can ask her advice on what she would like our role to be in getting information to staff or fielding concerns/input/etc.

    Tyburski/Lopez presentation on budget and how staff will be impacted 6/15/09
    A very well attended and needed event!

    May try to put a video and/or powerpoint presentation on our staff council website. Very informative and honest with lots of staff questions. Heather will be compiling and inviting new contacts gathered to join the staff council listserv.

    As more information comes out in updates, Staff Council will brainstorm ways to be a conduit of information in forums such as this when needed. The remainder of the meeting was spent discussing budget issues.
